please correct if I'm wrong, I think Headgear should be optional by the wrestler in High School. If you agree please reply below

I agree. They aren't used in freestyle and Greco.

Freestyle and Greco are not high school supported styles. Those styles are on "your own time" I guess is the way to say it. The high school association has the liability to have rules in place that will limit injuries such as cauliflower ear. If they removed the rule and Little Johnnie got the ear, I'd assume a few snowflake parents would be contacting their attorney. High School Associations in any state don't need that. Their action would be to just cut the sport out and limit liability. So the rules are in place. Of course this is just my opinion
