What does your regions constitution say the tiebreaker is? If it is a difference in the points scored against each other, than you can see the winner in your example...if your region constitution says something different, then it is based on those results.
Pretty silly that a region would tie the hands of its teams to face each team in their own region twice in dual matches to even allow the tie to happen...it is not like you don't see those teams enough already outside of 1 dual match. He'll, I Remer my son finishing 47-5 his sophomore year with all 5 losses happening in the last 4 weeks of the season to the same wrestler...saw him 5 times in 4 weeks with only 1 region dual match.
