My understanding of the NCAA rules is that a college cannot talk to a girl to recruit until they are at least a junior in high school. So how can a sophomore or freshman in high school verbally commit to a college? Is it dependent on which division the college is in or what is the deal?

Think can not contact instead of "cannot talk". Players can call a coach or a visit to the school can be set up by travel/school coach. Its not uncommon for middle school players to verbal. This process starts much sooner than most realize.

College coaches can talk to you if you go on their campus. There are lots of ways for this to happen. Unofficial Visits set up by travel ball or high school coaches. Also if you go to a college camp, that is a great way for a coach to see you and get an opportunity to talk to you. Travel Ball coaches and High School coaches can also talk to college coaches to help get an offer. We are seeing commitments happen earlier every year and even though I do not believe that an 8th or 9th grader is really old enough to know what they are going to want four years down the road, nor do college coaches really know how a kid that young is going to develop. as long as their is one college out there willing to offer that early they all will do it to stay in the game.

some Teams will take a commitment early just to keep other schools from getting that commitment.
