Why isn't there a shot clock?

I was just wondering. It seems like they would have added one in high school basketball by now. Anyone know the reasons it hasn't happened?

I may be wrong, but i thought a few states had them in place. I remember being at a tournament in Maryland, and they used a shot clock for one of the games. Shake is correct though, the game is horrible to watch now.
